Nobody came up with any major objections, and several people sent mail
saying "sounds like a great idea", so I'm creating ont.archives.

For those who didn't see the original discussion, this is intended as a
place where local availability of software, documents, etc. can be
announced, to minimize duplication of effort in getting stuff in from
elsewhere.
