Not necessarily. I have no information one way or the other, but I would be very surprised if the Lacrosse doesn't use spread spectrum. Nevertheless, it ought to be possible to determine (by listening) the approximate frequency bands used by this radar, because it must be operating with substantial effective radiated power.
