I am having problems with a Racal Vadic 2400 bps modem calling some 
non-Racal Vadic modems, e.g. a USR 2400 modem. 

Symtoms:
	A 'CONNECT 2400' message appears and then garbage.
	It looks like a baud-rate mis-match, but the Racal Vadic
	is able to call other 2400 bps modems, and the USR 2400
	modem can answer ok from others.

Can this be fixed with a rom change? If not, who is guilty of false advertising?

Are there any 2400 baud modems that work with *all* modems?
