Yes. 3.0 news supports what you really wanted when you were describing "chain level" -- article-tree navigation primitives that understand `conversation structure'. That is, the Followup-To relation and its inverse define a tree structure that you want to traverse in depth-first order. This is the first step towards full hypertext functionality for netnews.
