Some Adeptec controllers use offset 0CCC as the entry point to their
formatting routines.  You could try that.  Please don't take this
as a joke, but have you tried calling IBM?  If they don't give you
any help, you can at least broadcast it to the net, giving them yet
more deserved bad publicity.
