It's not distributed, to the best of my knowledge.  The reference is in
ASPLOS II:
    "Superoptimizer -- A Look at the Smallest Program", by Henry Massalin

If you know how to order stuff from ACM, the magic info from the first page is:

I wrote to Massalin a couple of times and he was quite helpful with questions.
