References may be found in MacWeek's invaluable but unreliable "Mac the Knife" column. It seems likely that the new SE will support Color QuickDraw. CQD was written in 68020 assembler, which is the main reason it wasn't present on the original SE. (If you're not a tech type, the SE has a 68000 processor which can't process all software instructions that run on the Mac II's 68020 processor.)
