This problem can occur otherwise under Ultrix, too.  Try unplugging
the keyboard, then plugging it back in.  You'll see the same problem.

Ultrix doesn't recognize the "device disconnect" here (you wouldn't
see this under VMS, I'm told).  The fix is to reboot, perhaps
from power down.  That may solve your problem, too.
