Sounds like the Planet of the Apes to me. :-) [Too scary!].
But also, if these beings have intelligence which rivals a
homo sapien, doesn't this neotenization really amount to 
creating a race of slaves?  I thought that this Nation,
viz a viz the Civil Rights movement and the Emancipation
Proclamation prohibited this indenture from ever occuring.
