Hmmm, what you need is a high-power output to a high-temperature source. A 9-volt probably will not do it, unless you get really cute. See, the power output is limited by the maximum current out of the battery, which is limited by the internal resistance of it. 9-volts are very low current devices. The nichrome igniters used by rocket hobbyists is probably your best bet: it heats up very hot, very fast, and lasts long enough to ignite most rocket engines.
