Probably not exactly what your looking for, but... There is a company in Boulder, "Computer Terrain Mapping, Inc.", that produces 3-D visualizations of 2-D maps. I've seen some of their stuff (as artwork in a local gallery!) and it's quite good. I don't know what equipment they use, but their software is mostly in-house. You might contact them for further info.
