I think, this is a new feature of Elm 2.1. Elm skips messages, that are skiped for deletion, if you use the 'usual' cursor keys 'jk' or the extra cursor keys. If you want to move to deleted messages, you can use 'JK' (capital letters) instead. These two keys work like in older versions.
