Your startup file downloads QUERTY or Dvorak or whatever software into the keyboard and the keytops assume the correct characters. This also means that every key could be a "softkey". With high resolution LCD displays, functions keys could display their usage, which could change if such keys were context sensitive depending on the application or mode.
