There is a more moderate position possible.  Part of the moderators
function is to smooth out the delivery of incoming material.  If
something really important comes in, it should be posted right away.
If there doesn't happen to be anything very interesting in the queue (say
Matt Dillon takes the afternoon off 9-), then why not send out
an animation?

Personally, I trust Bob Page to judge which things need to be rushed out,
and which can wait a few days of weeks (or years).
