I'm sure there are IEEE-488 to RS-232C interfaces, but the "standard" method of attaching an RS-232 modem to the PET is via the user port. Voltage conversion (if necessary - it may not be) must be handled by a device similar to the VIC-1011A for the C64/128, and internal software drives the user port lines as if they were RS-232 lines.
