   I need some input on *inexpensive* ways to provide security protection
for data files.  I'm volunteering for a non-profit agency that has very
sensitive data files they want to restrict access to, but alas, they have
little/no money for hardware or elaborate software options. 
   Specifically they need to allow users access to particular files,
different access for different users.  Is a file encryption method a good
path to follow?  And what inexpensive or PD software can do this?  Are there
ways to control file access with DOS, Norton's, or other common utility?
