Maybe because they don't know... In an issue of Turbo Technix, an example in one of the articles actually RELIED ON the order of evaluation to get the correct answer. And the author proceeded to explain that two results are reasonable (left-to-right and right-to-left evaluation) and furthermore adds that the left-to-right evaluation is CORRECT!
