Yes, it can be set to skip trash warnings. But you don't get a trash warning if you try to trash a *locked* file. You get a message indicating that the "Item is locked or in use" and *can't* be thrown away. If you try to trash an *unlocked* application file, you will get a warning message with and buttons. But you should never be able to trash a *locked* file at all.
