Essentially the window doesn't seem to be properly refreshed after the pw_batch_off, with lots of characters missing. If I pull up the window frame menu and select Redisplay, the missing characters appear. This is on a 3/50 running 3.5. I don't do anything funky with batching, just a simple pw_batch_on, followed by a bunch of pw_chars (in odd locations, which means I can't use pw_text conveniently) and then a pw_batch_off. I've managed to work around the problem by using pw_rop (with the proper arguments) instead of pw_char and batching works properly, so I believe the problem lies in pw_char.
