They have; it's called PC-LAYERS (no, I don't know whether it's available
for licensing).  There are also implementations of X-Windows on PCs.

However, even the best PC layers is no match for a real Blit/DMD/MTG.
Also, you would have to use the PC keyboard, yecch.
