As Steve mentioned in his comment, Syracuse has a parallel computing center - the "Northeast Parallel Architectures Center at Syracuse University." They publish a newsletter entitled "Parallel Computing News." The December 15th issue of the newsletter includes a description of how to receive a resource allocation packet, which includes procedures for requesting machine time. I do not know what (if any) restrictions apply to access to NPAC's machines.
