Dale Moore & Co at CMU have done this with CMU/TEK FTP. They use 
STRU PAGE to accomplish the same thing between two machines using 
CMU FTP. You might want to talk to him about it
(Dale.Moore@moore.fac.cs.cmu.edu) and find out the internals of it.
