I think we should either

	attempt to solve the interoperablity problem using:
	
		an eXternal File Representation?
		Pre and post-processing options? (tar; compress/uncompress;
		    tar for example)
		.
		.
		.
		with FTP.

	or, else realize that it is an os specific problem, and
	interoperablity is not the goal. Maybe "we" want a 'vcp' for
	VMS copy, etc.  The vendor and it's third parties could come up
	with the standard for that.  They probably already have one, it
	just needs to operate on top of TCP/IP instead of DECNET.
