Well, I haven't seen one, but the source to DiskPerfA is readily available. On the other hand, Khalid Aldoseri has written a 'Locks' program that allows you to remove locks that have been left by programs (ARC leaves them when adding files to an archive as well). It's a loaded gun, so caution must be excercised, but it does work, and works properly, if there is such a thing as properly when speaking of messing with another program's legally obtained lock.
