I've had this problem reported several times and it has yet to be a bad part, in all cases but one it was a solder short which caused the problem. In the other case it was an open via. Fill all the vias with solder and that will solve that possibility. A few hours spent with an ohmmeter checking for shorts can do a world of good. If you check the board thoroughly and are still having no luck E-mail me and we'll take it from there. Even a simple logic probe can tell you alot, there are instructions on the disk which came with LUCAS on checking signals, but I'll bet dollars to donuts its a short or open.
