When the ROMS for TOS first came out, the local dealers (in Boston)
notified customers by mail that they were in and could be purchased.
This is known as customer service from your dealer.

I suspect that when TOS 1.4 is released in ROM, you will get a notice
from your dealer, or perhaps from Atari. This follows from past
experience. In any case, I think that everyone on Usenet will find
out quickly anyway.
