Yes, Hewlett Packard sells a product which has been used internally for
years.  The program is "vi"-like:

    HP EDIT  HP30316A.00.00  

There are numerous third party software packages available.  Paging
through a few back issues of INTERACT magazine (the HP3000 user's group
publication), I found the following adds/product announcements:

Most of these companys will allow you to use their products free for a
couple of weeks.  I am sure your HP sales person can provide you with a
list of the many 3'rd party software offerings (the last time I saw the
book, it was about 4 inches thick).
