Microsoft is unhappy putting their internal file formats into the public domain - I once wanted the format of Word files so I could write a program to recover their files. Microsoft basically said that they don't suggest recovering a Word file; one should open the file as plain text and edit it! You might have some luck contacting Microsoft directly.
