On rice-chex when I ^Z out of Emacs and try to restart it using `%'
Emacs prints a bunch of garbage on my screen instead of redisplaying
the screen.  The garabge looks like a baud rate is screwed up.  I must
then use ^L to re-display the screen.

It usually `catches up with itself' and is able to update half the
screen correctly, but the other half (top half) is pure garbage.

I talked with randy@wheaties about this and he says it only happens to
him when he is dialing in on one of the modem ports.
