Not in every country, but so what? I am quite sure that the UK allows Telebits - there may be others. Put the European gateway in a county that allows Trailblazers, and it can feed the rest of the continent at whatever speed each country will allow. Discussions in comp.dcom.modems suggest that Telebit-speed transmission can be more cost effective than even cheap X.25 setups like PC Pursuit.
