TrailBlazers are legit in the UK. We use them to contact US sites (where good old 1200 modems won't work anyway due to phone network incompatibilities). In order to be legal I understand they have to have a country-specific line card fitted. (Mind you, although they are legal they are also expensive. Well, you can't win them all).
