Actually, it says that exporters are assumed to have done the legal
necessaries. If I ftp Kerberos from MIT, it is MIT that is the exporter
and I would be in the clear. I am merely the IMPORTER. My conscience is
clear. :-)

To be truthful, I haven't bothered though. We looked at Kerberos last
fall, and found it not quite suitable for our rather specialized
environment.
