Well, that certainly isn't normal behaviour for a Hayes compatoble modem...

Ah ... all is revealed.
When you send "+++", the modem forwards the +++ to the remote site.  It does 
not interpret the +++ until it has completed.  So (I can't be sure, as I never 
dialled into the site in question, but it could be that it is the remote site 
is dropping carrier on you after receiving "+++".  Also, you should see "OK"
when the +++ is acknowleged.
