There are two ways I know of. First is the Guard Dog CDEV which stops anyone from moving the icons at all. The other is the DiskLock DA. It lets you write protect the hard drive (or floppy). Therefore, icons can be moved anywhere but on the next return to the Finder, the icons will be back in their original places. It also stops files from being modified or deleted.
