For the PC:

Truevision makes a thing called TARGA; it is a frame-grabber/graphics
board.  It comes in 16/24/32 bit depth, it supports genlock, it has
NTSC input and output, and additionally RGB output.  There is a C 
toolkit for it, and lots of software.

The TARGA (Truevision Advanced Raster Graphics Adapter) used to
be made by AT&T; the division bought itself out and formed Truevision.
as a separate entity.
