There does exist (or at least there used to exist) a public domain
implementation of TeX called C-TeX; in fact I seem to remember they
had their own netnews group.  Also, I wouldn't be suprised to learn
that someone is working on a GNU implementation too.

If you find a public domain implementation and use it, let us know
if its any good!
