Is there any way to disable the key-repeat function for a given window?

I am trying to use the "alternate" key as a function shift key for the
right keypad. Non-shifted output are numbers, in the numerical keypad
sense, but when the user holds the "alt. . ." key down, the R keys will
generate certain commands. Trouble is, if alt is held more than a second
or so, it starts repeating and messes up the state of the keypad.
