We're interested in creating an on-line "database" of our policies and
procedures manual.  Any other similar-scale manual (40-50 pages, say)
would serve just as well as an "application".  Are there tools out there
(preferably public domain) that adequately serve this purpose, without
necessarily forcing us to pay the price of a full-scale hypertext system?
