I should have mentioned: There already is an info-andrew mailing list (requests -> info-andrew-request@andrew.cmu.edu). It currently has approximately 200 subscribers, at nearly that many sites. Many of them have indicated that they would prefer a newsgroup, either to avoid overloading their mailbox or because their email connections are less reliable than their netnews connections. Actually, one of the advantages of the mailing list is that you can choose to subscribe to it in either multimedia or "stripped" format. I presume that the newsgroup will not, at least for a while, permit multimedia messages.
