Any idea why, on the vaxen, when I control-z out of emacs
and then fg back in, the control-s suddenly is captured
by the shell as "stop tty output" instead of being the
emacs "search forward"?  Before control-zing, it is
the searchf forward command, and the same thing doesn't happen
on my sun.  Peculiar.

Yes, it does that to me too.   I don't know why.  It needs to be
reported to arpa!bug-gnu-emacs@prep.ai.mit.edu.
