BIONET got it's start with NIH funding. We started several bulletin boards on our timesharing system, and then merged with two other independent efforts, SEQNET in England, and BIOTECH at the University of Maryland to form the BIOSCI group (bionet.* groups on USENET). While you can organize USENET groups entirely based on volunteer efforts, it might be worth while to explore getting some support from the NSF or ACS, etc. In this respect I am a bit surprised that something like this has not already been done, particularly since computers have been used more widely in chemistry than in biology. As I started out in physical chemistry I have some sympathy for what you are doing, but it is really outside of my domain now to offer anything more than encouragement.
