The Architect's Workbench is an ongoing (?) project of Prof. Michael Flynn here at Stanford. He's an E.E. prof (and CISC maven: yuk!). I don't know what state it is in, but there was a recent journal article (IEEE? ACM?) called something like "and Now the Case for CISCs", in which it was described.
