This is considered a plus in rmail because you will tend to get a lot of
rmail processes all at once after a UUCP neighbor calls up and dumps on
you.  Having each one queue rather than deliver in background tends to
trim the CPU spike.  If Ox and OX worked reliably, this wouldn't be nec'y.
