Seeking TCP-IP conformance test software

I am looking for test software from commercial vendors or in the public
domain to validate an implementation of TCP-IP : ie. make sure it is conform
to the official DoD recommendations.
It seems that, starting June 1, 89,  the DCA (Defense Communications Agency) 
will require any machine running TCP-IP to pass a not-yet specified battery of 
TCP-IP validation tests before its vendor can sell it to the DoD and/or its 
related agencies.
