I rebooted a couple of times with and without init-cdev to see if that was the problem. Then, I noticed that the message I got was something like "Macintalk not installed". I looked, and the file I had placed in my system folder was called "MacinTalk". Now, while I wouldn't expect case to be the problem, changing the name to "Macintalk" and rebooting made Talking Moose work.
