Replacing mail.local with deliver seems to be an independent decision from installing smail. The goal (at least my goal) was to install smail for its routing intelligence. Although installing /usr/bin/deliver looks like a very flexible thing to do, I don't think it's related to this goal (unless mail.local does something wrong that I'm not aware of).
