It seems to me that some polarized license plate covers or somthing that forced the "viewer" to be directly in front(or rear) to see the tag number might work. most states have laws that force you to have your tags in view, but is any kind of viewing angle include? Looks like a neat test case is in order. And what about the driver. I light tint on the upper part of a windshield might sove this problem.
