How about a standard "cursors" font that contains all the standard
cursors, including the pointer cursor and the busy cursor.  While
they're at it, they could add a few other useful cursors, e.g., 4
corners, up, down, left, anr right arrows, etc.  This would
be much more general than a special call for handling just the busy
cursor.  Then a color font editor could be used to edit all the
standard cursors.

BTW, this is what the X window system does.
