Unfortunately, what you say is true. I've seen what goes on 'behind the scenes' at Activision -- they subcontract all their work to other small companies, notably Version Soft of France. Activision's problem with all of this is that VS was bought by Electronic Arts, so when there are problems with existing packages, Activision must contract with VS to get the bugs fixed.
