Using SNAP, adjust the "Default Secondary Groups" that a new member of a particular group (in this case "users") is a member of. In your case, you do not want "users" to be a member of any of the four default groups (accounts, devices, networks, & operator). You may wish to create other groups and have them be members... This is fairly well document. Among other places, try the help-viewer. Open SNAP, place the cursor over the field you want more info on, and press the key.
